CIFFA Comments On MGTP Holiday Schedule

Unusual Holiday Closing at Montreal Gateway Terminals (MGTP) 2018-12-10

The Port of Montreal’s Montreal Gateway Terminals (MGT) has released its operational activities holiday schedule for 2018-2019.
 
Opening for business on Boxing Day, December 26, when traditionally forwarders, truckers and customers are not working, and closing on January 2nd, when many forwarders, truckers and customers have resumed normal business hours, has created some concern among members. Forwarders should be aware of the tight timelines around the holiday week, and plan accordingly.
 
Of course, drivers may not be available to work during some of these holiday operational schedules when normally businesses are closed. Conversely, exporters and importers and dray operators may well have expected gates to be open on December 24th, 31st and January 2nd. Members may have to arrange to pre-pull containers to meet various opening and closing dates.
 
MGT stated that, as with every holiday season, it tries to accommodate customers both operationally and financially as best as possible. Due to labour contract restrictions, the number of ‘workable’ working days is limited. In order to maximize operating hours, MGT is opening gates Wednesday December 26th, Saturday December 29th and Sunday December 30th, with overtime costs being fully absorbed by MGT, it stated. MGT also said that, traditionally, terminal storage is extended during the forced closures of December 24th, 25th and 31st and January 1st and 2nd for all import units in which storage has not yet commenced, and confirmed this policy will apply for the 2018-2019 holiday season.
 
With unforeseeable conditions at sea during the winter period, delays in vessel arrivals can be expected. As a result, MGT added that it is working with carriers to establish appropriate export ERDs based on current scenarios – the revised ERDs should further help the supply chain in planning and scheduling.
 
CIFFA Members should check with carriers to ascertain their detention policies over the holiday closures. It is, of course, the association’s position that carriers should not charge equipment demurrage for days on which their terminal operators are not open.
